Our February speaker, Mr. David Bosco, is Executive Associate Dean of Indiana University’s Hamilton Lugar School of Global and International Studies and a professor in the International Studies department. David is an expert on international law and will discuss America’s problematic relationship with the International Criminal Court.

Although the U.S. has traditionally promoted the rule of law internationally, we, like other great powers, have refused to ratify the Rome Statute. While the U.S has supported the ICC’s arrest warrant for President Putin over the Ukraine war, the Biden administration adamantly rejected the ICC’s warrant for Prime Minister Netanyahu.

Mr. Bosco’s work focuses on international law, international organizations, and global governance. His most recent book is The Poseidon Project: The Struggle to Govern the World’s Oceans (Oxford University Press, 2022). He is also the author of two other books: Rough Justice: The International Criminal Court in a World of Power Politics (Oxford University Press, 2014), and Five to Rule Them All: The UN Security Council and the Making of the Modern World (Oxford University Press, 2009). His articles have appeared in the American Journal of International Law, Global Governance, and the Columbia Journal of Transnational Law.

Before entering academia, Mr. Bosco was a senior editor at Foreign Policy magazine, practiced law, and worked in postwar Bosnia on refugee issues. He has been interviewed by NPR, C-SPAN, and many other outlets. He is a graduate of Harvard Law School, Cambridge University (M.Phil), and Harvard College (B.A. magna cum laude).
